Anthropic Usage Policy 2026 — new rules for surveillance, robots and abuse

Anthropic updated its Usage Policy for Claude, effective 12 November 2026. It bans tracking people without consent, sets safety rules for hardware that acts on its own, and bans sustained, pointless abuse of Claude models.

What is it?

Anthropic published its 2026 Usage Policy update on 8 October 2026; the new rules for Claude take effect on 12 November 2026. The update bans tracking people without their consent, stops Claude from deciding or recommending who police should investigate, arrest or charge, and adds safety requirements for hardware that takes physical actions on its own.

How does it work?

Several sections were rewritten or merged. Fake accounts, fabricated news sites and influence operations now sit under one section on deceptive campaigns. The elections section drops its blanket ban on personalized vote and campaign targeting and focuses on deceiving voters. The weapons ban now names guidance and control software and arming drones. A new rule bans sustained, needless cruelty toward Claude models, but excludes frustration, dark fiction and research.

Why does it matter?

Teams building on the Claude API have about five weeks to check their product against the new text. Robotics and hardware builders must make sure a qualified operator can watch and stop the equipment, and that it holds a safe state if Claude disconnects. The Supported Regions Policy now also covers companies majority-owned or controlled from unsupported regions, not just users located there.
